Chart question by BTB
Did my BFR yesterday and while going over the local sectional, I noticed something and asked the instructor about it. It was a dashed blank line, labelled 'underground pipeline'. Now I have to ask - why if it is underground, is it on the chart ? What is the possible value of it being there ? BTB

I am researching a flight along the Yucatan to Cozumel. Reports from one website mention that at Villahermosa military folks removed parts of several aircraft (circa 2005). Is this sort of nonsense still prevalent at towered, mainland airports in Mexico?
