When I read FAR Part 103 it says that ultralights must have a power off stalling speed of no more than 24 knots. When I go to the Windward Performance web page it shows the stall speed of the SparrowHawk as 32 knots. How can the SparrowHawk be flown as an ultralight in the U.S.?
