Does anyone know how to reconfig panel files to develop virtual cockpit
views? A lot of the panel files do not have this view available and I think
it gives a somewhat of a 3D view between the ground and the horizon.

AI Aircraft Behavior In Slew Mode by

If you mean they start bouncing around on the ground, I have seen this.
You can eliminate it by increasing the pitch MOI in the aircraft.cfg
file around a million or so.
