Safety pilot - logging cross-country by

For IFR practice, in the situation where both pilots are logging PIC,
one as sole manipulator, the other as acting PIC, can both pilots log
cross-country (assuming the flight meets the length requirements) for
the purpose of meeting the requirements for the Instrument Rating?

I belong to a flying club. Of the many club rules, one is that the
pilot acting as PIC must be a club member. I can certainly see where
this is necessary.
However, the Chief Pilot for the club claims that the insurance

Long CX IFR at 7000
Controller comes on "say Altitude" My response "7000" He says you show 300
feet lower and gives me the altimer reading. I confirm. He says "turn off you
mod C"
I comply.Look at my GPS which is at 7060.
I go down 50 feet the gps stays at 7060. I go up 100 feet the gps stays...

it's been easy and worked great. The best part about it was it was a
free/commercial based site. Unfortunately the site has gone down and the
owner says it isn't likely to be put back online.

coworkers understand my disappointment.
I had to scrub my instrument checkride today because the
aircraft I train in went in for a 50-hr inspection (my
club's code-word for "oil change") and ended up with
the door sent out to be welded....
