You might be able to find a shop that can replace the rubber inside the axle. I am guessing yours has gone "solid" and the only "spring" is in the sidewall of the tires? I just called a local shop...

John, you might end up needing to build something to accommodate a Phoebus. The wings are a bit wider than most at the root. If you have a place to keep it indoors, you could build an open trailer...
