Just about any flight school in the NYC area will give you a hudson trip,
it's quite a common request. If you want to stay in the city, you can get a
short helicopter trip (like 15 minutes), there's a tour running at one of
the helipads on the west side (near the aircraft carrier, if memory serves).

But I assume you want actual stick time. The closest are probably (in no
particular order): teterboro, linden, white plains, caldwell, morristown,
and lincoln park. Got to airnav (www.airnav.com) and do a search for
airports, from there you can find links to the various flight schools.

I'm renting from Panorama (www.flypfs.com) at Westchester County (HPN).
They're expensive, but closest to me (White Plains). The next closer
place to me is Danbury, much cheaper but another 45-minutes drive North.
