Waht is the best way to glue two piece of phenolic together?

I've never had to glue chunks of phenolic together. But I have glued
phenolic to fiberglass (both epoxy and polyester resin) to form
reinforcing pads where composite structure meets steel structure. For
that I always scarf the edges of the phenolic to an included angle of
about 30 degrees, and I always sand or grind the phenolic to take the
shiny finish off of it.

As far as what's the best way to join phenolic parts together, I guess
it depends on what specific kind of phenolic you're using (These days
I mostly use Garolite G10, which I'm not sure you'd really call
"phenolic"). And also what kinds of loads you're trying to transfer
through the glue joint. I can't give you much general advice there -
the only things I know that work are the things I've tested.
