Because there's nothing there that fits the definition of "evidence".

It's
an undated, unsigned statement that GHWB helped GWB enter the TANG. The
letter is not even credible! The statement that Bush "was placed ahead of
thousands of young men, some of whom died in Viet Nam" makes it look like

a
fabrication from the anti-Bush crowd.
