During the flight,
the pilot-in-command changed places with another commercial pilot who
was seated on a bench in the back. The pilot-in-command was fined $175
for not complying with the regulation that requires that at least one
pilot is seated at the flight controls with their safety belt fastened
during flight time.
This begs the question, who was seated at the other set of controls?

My question is, who was the rat.
That's a good one too.
Who's to say the safety belt didn't remain fastened (perhaps just not
around the pilot seated at the flight controls but under him)? It
would be interesting to see the exact wording of the regulation. :-)
