Item (1) might be the case, but it's not a given, especially if this
was pre all the 9/11 restrictions; (3) is the catch-all so I can
believe that was added to the mix; but (2) isn't against the FARs
unless you don't take care to avoid creating a hazard, and it's hard to
see how leaflets could cause such a thing. The point I'm making is that
if this happened before the public gathering rule, it could have been
carried out quite safely and within the FARs.
