OR, having a lawsuit from the parents of the newly licensed driver(who has
never driven on snow), sliding off the road, into a telephone pole, or
tree.
(or off an un-guard-railed side of the mountain) I believe that is one of
the biggest motivators, in my area.

Of course this goes without saying, but that is absurd.
