The TEMPO and PROB are part of the forecast, nothing normal or abnormal
about it. I don't see how you can exclude them for determining
alternate.

As I read the CANADIAN rules, the answer appears to be "the lowest
forecast", including TEMPO and PROB. The forecast TEMPO or PROB
condition "shall not be below the published alternate minima
requirements for that aerodrome". AIP 3.14

Interesting that USA's Part 91 does not specify that clearly.
