DC has in fact restricted traffic flow around the WH and
Capitol buildings significantly.

I would also restrict flight through the White House and the Capitol
buildings.

OTOH DC has -not- restricted traffic flow in a thirty mile ring around
the Capitol the way it has restricted flight.
