Depends. Thrust is a term generally only used for jet or rocket powered
craft. On a jet or rocket powered plane the speed has to increase to
increase wing lift. On most prop airplanes an increase in power will
produce greater airflow and increase lift somewhat even before speed
increases.

However, if you have enough thrust and enter a vertical climb you can
support the aircraft weight by power alone, without regard to wing lift.
