These things don't just happen. There are many planning meetings,
neighborhood information meetings, referendum votes, city/town planning
and zoning activities. Existing residents have an opportunity to voice
their views, but most simply sit back hand hope somebody else will.
But after the fact, they enjoy complaining bitterly.
