The small useful load capacity of many four place aircraft relegates
them to two place use with full tanks and reasonable baggage capacity.
So what you assert has been the de facto condition for a long time.
The additional two seats merely provide more versatility in mission
usefulness when baggage and full fuel are not a requisite.
