The stated reason is:

Maybe the FAA wants to set an unbreakable record for number of comments.

no one likes an educated mule
Impeccable sources at the FAA have informed me that the Guiness people
(the one's who declare world records in assorted categories such as hot
dog eating contests, not the ones who make the stout) informed them last
week that they were several thousand responses shy of a new world record!
Comment early and often! It will definitely help change the HSA's mind.
And, as Boyer the Destroyer has said, the HSA must "look GA pilots in the
eye" and explain themselves.
