I dont see why it would be illegal. However I will point out one thing I
noticed in the rules that caught my attention:
"In the event enough tickets are not sold to cover the costs of the prizes,
C.O.P.S. will post this information on its web site along with a form to
request your donation to be refunded (minus a ten percent handling fee) The
grand prize will be a 2006 Cirrus SR-20G2."
So, if they dont get $300,000.00 worth of ticket buyers, they automatically
collect 10% of everything regardless, and you are stuck with the hassle of
getting back your $90.00 per ticket.
It would nice to win, but I have to admit that I would just sell it and use
the proceeds to put down on a house.
