I think Tipton field (KFME) in Maryland has one. It's a little bit of a
hike, but still well within a tank of gas if you can't find one closer. It's
also within the washington ADIZ, so it would be a doubly good learning
experience.

Doesn't seem like the New York City area would have any need for a GCO.
Why? We have a GCO at I19 airport which is right next to DAY class C and
Wright-Patterson Class D.
