Do you have to call the tower when the tower is closed at any other airport?

I'm planning a flight to Racine (KRAC) and I'd like to transition along
the lake shore between Gary (GYY) and Racine. The only problematic
airspace is the Meigs Class D which is still depicted on the sectional and
terminal chart.

Does one still have to establish comm in order to transition Meigs Class
D? There is an RCO freq listed.
