It is part of the FAI's & NAA's requirements. You pay to "Sanction" a
record, i.e. "To reserve a 90 day window in which only you can set the
record". Then you "Submit your record claim" for verification. Only after
the record has been verified are you entitled to call yourself the "record
holder".
