Why?

EAU has scheduled passenger operations. A control tower is needed at all
locations with scheduled passenger operations to prevent these aircraft from
attempting to take off from surfaces that may be too short.

Ooooo...that's cynical, Steven.

But seriously, does air traffic in Eau Claire, WI merit a tower? I've
not flown in there, but my sister attended college there (many moons
ago), and it sure didn't appear to be a major metropolitan center.
