I believe it's called theft by deception and would subject the individual to violation of the Copyright act, which is 17USC501 Infringement of Copyright.

Lastly, I just purchase my set of PL-9 plans and expect if you are wanting plans, buy them, otherwise, it comes down to what Price is your personal integrity, trust, and honor worth? In other words, just how much will you sell them for, here it's a measly $550.00, that's pretty cheap.
