singles, you steer aircraft with the the nose/tail wheel. The
rudder is a secondary directional control during taxi and not
much effective at low speeds.

Perhaps he meant conventional gear. {;-)

Many taildraggers have a steerable tailwheel which helps a lot
with gentle turns at lower speeds.
