Not a firefighter or expert on the subject, but I believe that is the
standard response in city high-rises.

Perhaps. That hundreds would have died is equally possible though.
The case of the building collapsing is, to say the least, atypical. In city
high-rises, it is assumed, unless a fire is in your apartment, the
firefighters can arrive quickly enough to get you out of danger and this is
safer than trying to make a panicked escape, jump out a window, run down a
toxic smoke-filled, unlighted stairway etc.
