$ means maintenance required on a METAR (and some people thank that the FAA
has no sense of humor)

Anyway, if a $ appears in the METAR, does it mean that:
1. No METAR info should be trusted
2. All METAR info should be trusted but some might be missing
3. It is guaranteed to be VFR anyway
