Default FA-18 looking for gas pump img 7964

Okay, makes sense to me. Here's the whole image uncropped.
But then, who is the guy whose name is painted on the landing gear panel?
What does AN MONTELEONE from BALTIMORE MARYLAND do?
What's the difference between a crew chief and a plane captain?

Might seem like dumb questions but I was in the Army and we didn't have dumb
questions, only questions that we needed answered.
Thanks, Tom

Looks to me the guy taxiing this F/A-18 from VFA-137, NAS Lemoore, is a
Commander (shiny silver leaf on the shoulder). If so, what's the name of
the Chief Warrant Officer painted on the fuselage mean?
Aircraft was enroute to Key West for a stint of Top Gun training.

Crew chief.
