Not according to the official DoD news release:

"On July 21 the Army awarded Lynch the Bronze Star..." (no mention of
V), and "The Bronze Star is given for meritorious service in combat".
See DefenseLink if you find any problem with that. So where did you
get the "V" bit from...?
