It doesn't appear to be the wheel well doors.

It could be the airbrake, which has been deployed to allow the A-7 to
formate with the photo aircraft.

The airbrakes on F-8s always seem to droop when the aircraft is parked, but
the airbrake on A-7s does not, so it is rarely seen. I also get the idea
that the A-7 airbrake unfolds on deployment, so that it is bigger than the
housing.
