Here's Google's policy:

Despite Google's attempt to replace the name 'Usenet' with
'GoogleGroups,' it is the news administrators throughout the world and
their resources that make Usenet the most widely distributed
egalitarian network to date. Google Groups are only distributed among
Google's servers, and not propagated by Usenet.


Here's what a responsible policy for a Usenet article injection site
looks like:

We've cancelled 911 articles of this spam run and blocked the
responsible user from posting via our newsservers.
