It appears some states allow counties to do that sort of thing, and
according to this source one Montana county used that authority to adopt
open container laws:

But I can't find anything to support the claim that Washington county in
Oregon has the alleged law. Not that it doesn't exist, but I'm finding it
difficult to verify with online searches.
