I fly out of JSV under the control of Razorback Approach @FSM. I have
called Razorback Approach several times when wx was IFR and been issued a
clearance, it was issued via cell phone while waiting to depart. Not sure
if it was the guy at the position who talked to me, but it could have been
relayed to me by someone else in the facility. That's what happens when you
call FSS for a clearance.

No, but I could get a time void clearance, but that was probably ten
years ago or so. You probably can't do it today, it would be ttoo easy.

You can't get one by calling a receptionist. The only person that can
issue a clearance is the controller responsible for the position.
