Its easier to find a live person out there than a dead one. Thermal
imagers work better on objects that are warmer than their
surroundings. Also, live people have to move around to eat, drink,
etc. and tend to build campfires to stay warm. That makes them much
easier to find, and much harder for them to hide out from the
government.
If you stay in one place and blend in with the surroundings, finding
you would be very very hard.
