There /is/ the relatively high expense of construction, the inevitable
destruction of at least some natural environment, the seeming rarity of
places suited for construction, the long distances from such locations
to major electrical connection points (cities, substations, etc.), local
community resistance to construction (NIMBY, mostly)...
