Actually Italy are a development partner for Typhoon and
have ordered 120 aircraft.

No contradiction here. Yes, Italy is buying Typhoons. But until they show
up, they're leasing ex-USAF F-16s to replace leased ex-RAF Tornado F.3s,
which in turn replaced F-104s.
