Apparently IACRA is replacing old FAA Form 8710-1. Here's the link:http://www.faasafety.gov/iacra/ Unfortunately, the FAQ is off-line at
the moment. It really gives you a feeling for their (in)competnece by
having the FAQ file not found in conjunction with their mailing. :-(

The old form is hehttp://forms.faa.gov/forms/faa8710-1a.pdf

I got the same error.

I reported it, and anticipate receiving notification when it is once
again available.

But how is this any different from the old IACRA?

I'm not sure, but it appears that the old FAA Form 8710-1 was paper,
and the new one is electronic. The FAA seems to be offering training
in how to use the new one.
