Where is it dictated that certain states/cities require ethanol in their
auto fuel?
I've been to the EPA website and get 1000 hits on ethanol, but none
which show me the requirements.


Ethanol finds its way into auto fuel via state mandates that measure
smog and other pollutants in major metro areas. The states mandate
oxygenates as a cure-all for these problems when they reach certain
measured thresholds (in other words, every day). The giant corn peddlers
(like ADM) line the pockets of the politicos and presto! Ethanol appears
in your tank. Any discussion of the relative merits vs. the downside is
immediately silenced by corn lobby backed "research" to show the
contrary. The corn peddlers win, the congress critters win, everyone
else pays. In all, a "good day" in US politics.
