It seems that the NY attorney general thought it would be a good idea to
ban the binaries newsgroups used by pedos and leaned on Comcasts to do so.

Comcast originally said they'd drop Usenet entirely, though it wasn't
clear if they meant whether they intended to shut down their NNTP servers
or block all use of the NNTP protocol on their network.

Judging by what you've found they took some flak for the threatened total
shutdown and have backed off, instead settling for merely using warning
messages such as the one you quote.
