How come?

How come a tail hook on an aircraft that has never seen a carrier?

Is Canada holding out here? does it have a super-secret carrier that no
one
knows about?

No.

Look at CF-116 Freedom Fighters; they have hooks as well. The CF-188 has a
hook because arrestor systems are used on CF airfields in emergencies. (All
the same, the Ward Room in Halifax has a large display with the hooks of the
Seafire, the Sea Fury and Banshee. There is an open space for the next CF
carrier fighter.

The F-18 is also a carrier based aircraft by design. I assume the
CF-188 tailhook is just the same hook as used by the US Navy? No
spendy redesign to save a little weight for runway arrestor use?

I think they are carrier ready, but I do not know for sure. However, if it
were not for the airfield arrestor systems, the hook would likely have been
removed and stowed.
