It may be a bit of both. To me, it looks like the engine is spraying
it's oil over the engine nacelle and onto the tailplane.

It can't be too long before the engine stops completely and / or catches
fire. I assume that this activity is what prompted the guy in the
plane above to take the picture.


It almost looks too even to be oil. However, most of the engine cowl
is missing so it has obviously taken some kind of a hit.
