Default iPAQ 310 won't shut down

It is working fine now. *I'm not sure if the fix was from leaving the
battery out of the unit overnight, or from selecting "Suspend" from the
start menu. *I can now turn it on and off using the on/off button and it
stays off even while connected to the wall charger.

I don't think the unit did this when it was new. *I have a customer's
iPAQ 310 in hand and it will stay off while connected to a wall charger.
