Sounds like NTSB recommendation A-08-12 that they sent to the FAA in this
letter:http://www.ntsb.gov/Recs/letters/2008/A08_10_13.pdf

The NTSB sent another letter at the same time to SSA:http://www.ntsb.gov/Recs/letters/2008/A08_14_15.pdf

Likely the FAA will issue a notice of proposed rule making if it decides to
ever follow up on A-08-12. Don't know how the coming ADS-B regs change the
playfield with respect to gliders.

If done, it will be as a 'document change' rather than formal NPRM. I
don't know the current status, but if it's still moving ahead, target
date is about five weeks.
