That thing looks like it has britches on its rear, like
the shuttle when being ferried.

According to the U.S. Air Force Museum website, it is a Rutan Long EZ,
though it appears highly modified compared to other pix I found of the
type elsewhere on the 'Net. See link, first row, second pic:
