I can't tell about transponders and TCAS, but here in Europe where the
majority of the XC ships are equipped with FLARM, the information from
the FLARM devices is used for exactly that purpose.

On my Butterfly display I see all gliders that send FLARM signals, and I
can scroll through the targets to get information about dictance,
relative height and lift/sink rate for each target. Great tool for XC
soaring. Check out the display here
