The problem, at least when connecting from the UK, seems to be in
Comcast's NYC switch fabric. Traceroute gets to
pos-3-0-0-0-cr01.newyork.ny.ibone.comcast.net and then makes 17 further
tries without getting any further and gives up. If soaringwab.org is
normally automatically mirrored by soaring.xinqu.net and
soaring.gahsys.com, the Comcast problem has killed the auto mirroring.

As Paul says, soaring.xinqu.net and soaring.gahsys.com are OK from here
too.
