What does the VP stand for? My French is good enough for the 'last' bit.

VP stands for Visite Périodique, i.e. periodical overhaul, a visit
where an a/c gets extra service time.
This a/c had been the last processed by the Maintenance Unit in charge
of the CM170s in the French Air Force, thus meaning a soon expected end
of operational service...
The insignia of this unit was, at the beginning, blue and yellow, hence
the special colours of the a/c. One can guess the crenellated walls and
the tower on the port wing.
