Email sent. For anyone else interested, I contacted the FSDO by phone and
we discussed what was needed. After I had my letter prepared, I called him
back and, while on the phone, emailed the letter directly to him. He
received it and put it on file immediately. YMMV

Now I'll just update it annually.

What does it say in your Operating Limitations? If those do not
specify the need for a Program Letter then none is required.

I do have to send one in but I swear they sit on the FAX until the
cleaner throws them out. Never seen any response from the FSDO. (and
that's good)
