After changing the file name to have its extension “.txt” and not .IGC
or whatever, presumably. At least, that is what I do to read and/or edit VL
files.

That is TEXT editor. Such as the Windows utilities Wordpad.exe or
Notepad.exe

In XP:

C:\Program Files\Windows NT\Accessories\wordpad.exe

or

C:\WINDOWS\system32\notepad.exe
