It's not lying on the wing, it's the flap indicator and its cover. When the
flaps lower, the pin rises from the wing and pushes a cover open. This gives
the pilot visual confirmation that the flaps are safely down. Look closely
and you can see the operating cable/rod that goes forward into the wing from
the top of the pin.
