In these gravity tanks fuel is typically moved to the tank by the
actions of a wind driven propeller operating a pump.

Seen it on several makes/models.
Is it an oiler/oil cooler?

Something to keep in mind is that while the 504 indeed has most of the
"looks" of a modern biplane, they were first built in 1913!
